ORDER 2022

 

 

Notice is hereby given that the Bath and North East Somerset Council in pursuance of the provisions of section 14 of the Road Traffic Regulation Act 1984 intends to make an order of the effect of which will be to prohibit temporarily to vehicles in the lengths of roads specified in the attached schedules 1, 2, 3 and 4.

 

 

This Order is required because of necessary maintenance works being carried out to Cleveland Bridge and will be operative from Monday 16th May 2022 for a period of 6 months or until the repairs to the bridge have been completed, if sooner.

 

 Alternative Routes

 Alternative route for vehicles wider than 6’- 6” using A36 Cleveland Bridge (includes buses goods vehicles under 7.5 tonnes gross weight): from A36 Beckford Road – A36 (Sydney Place, Darlington Street, Pulteney Road, Rossiter Road, Lower Bristol Road), A3604 (Windsor Bridge Road), A4 (Upper Bristol Road, Charlotte Street, Queen Square, Gay Street, George Street, Paragon, London Street) (and in reverse).

 

Alternative route for goods vehicles over 7.5 tonnes gross weight using to using A36 Cleveland Bridge: from A36 Beckford Road – A36 (Sydney Place, Darlington Street, Pulteney Road, Rossiter Road, Lower Bristol Road), A4 (Bristol Road, Bath Road, Keynsham Bypass), A4174 Avon Ring Road, M32 jct 1, M4 jct 19 – M4 jct 18, A46, A4 London Road (and in reverse).

Schedule 1 – Prohibition of Motor Vehicles over 6’- 6” in width

 

1)   

A36 Cleveland Bridge, Bathwick Street and Cleveland Place, Bath

From a point 19 metres southeast of Bathwick Street’s junction with St John’s Road north-westwards to a point 47 metres southeast of Cleveland Place’s junction with London Road.


Schedule 1 does not apply to:-

(a)     

emergency service vehicles;

(b)     

military vehicles responding to an emergency;

            (b)     a vehicle being directed by a police officer in uniform;

            (c)     a vehicle being used in connection with the maintenance, improvement or reconstruction of a road or laying, erection, alteration or repair of any sewer, main, pipe, or apparatus for the supply of gas, water or electricity or electronic communications apparatus.

Nothing in schedule 2 of this order shall render it unlawful to cause or permit any heavy commercial vehicle to enter on or proceed in the lengths of road referred to in this Schedule if the vehicle is being used in connection with the carrying out on, or on premised situated on or adjacent to, that length of road of any of the following operations, namely:-

 a) for or in connection with the loading or unloading, or removals from any premises situated on or accessible only from that length of road;

b) building, industrial or demolition operations; the removal of obstruction to traffic; the removal of or the recycling of refuse or waste; the maintenance, improvement or reconstruction of the road; the laying, erection, alteration or repair in, or in land adjacent to, the said length of road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus;

 c) in the service of a local authority, the Environment Agency, a water undertaker or sewerage undertaker in pursuance of statutory powers or duties;

 d) for fire brigade, police, ambulance or military purposes;

 e) for the collection or removal of vehicles located on or only accessible from that length of road;

 f) in connection with a circus, fair or similar event the holding of which on or in the vicinity of that length of road has been authorised by Bath and North East Somerset Council;

 g) for or in connection with Royal Mail from any premises situated on or accessible only from that length of road.

 

Schedule 3 – one way traffic: all vehicles to travel in a southerly direction only

 

1)   

St John’s Road, Bath

From its junction with Bathwick Street in a southerly direction for a distance of 53 metres.

 

Schedule 3 does not apply to:-

(a)     

emergency service vehicles responding to an emergency;

(b)     

military vehicles responding to an emergency;

(c)      

a vehicle being directed by a police officer in uniform.

 

 Schedule 4 – Prohibition of Motor Vehicles over 18 Tonnes Maximum Gross Weight

 

1)   

Cleveland Bridge, Bath

From its junction with St Johns Road in a north-west direction including  Cleveland Bridge to a point 70 Metres south east of its junction with London Road.

 Schedule 4 does not apply to:-

(a) 

if the vehicle is being used by Avon Fire & Rescue Service;

(b) 

if the vehicle is being used in connection with or carrying out the maintenance of highways, structures or utility apparatus in Bathwick Street, Cleveland Bridge and Cleveland Place with prior approval from an authorised officer at Bath & North East Somerset Council;

(c) 

if the vehicle is being used in connection with building, industrial or demolition operations with prior approval from an authorised officer at Bath & North East Somerset Council;

(d) 

the removal of obstruction to traffic with prior approval from an authorised officer at Bath & North East Somerset Council;

(e) 

the removal of or the recycling of refuse or waste with prior approval from an authorised officer at Bath & North East Somerset Council;

(f)  

the maintenance, improvement or reconstruction of the road; the laying, erection, alteration or repair in, or in land adjacent to, the said length of road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus in St John’s Road and Grove Street, where such vehicles have no other means of access to these streets, with prior approval from an authorised officer at Bath & North East Somerset Council.
