Update, September 2026
Following formal consultation in July 2026, a decision has been made to introduce a Residents’ Parking Zone (RPZ) in the Locksbrook Road area.
Our intention is to begin installing the zone from Monday 12 October 2026, with work expected to last approximately three weeks.

Background
We regularly review on-street parking across Bath to ensure it meets the needs of residents and local communities.
Pressure on parking in the Locksbrook Road area has increased, making it harder for residents to park near their homes and leading to more congestion and inconsiderate parking.
In November 2025, we carried out an informal consultation on a draft proposal to prioritise parking for residents. Most respondents supported the plans. Find out more in the 'Consultation outcomes' section below.
Given this support, we formally consulted on an updated design based on feedback, from 9 to 30 July (with permit holder-only bays on Newbridge now included). You can view the final design, which we plan to install from 12 October 2026, in the section below.
Our proposals
The final design was drawn up following careful consideration of feedback during consultations, multiple site visits and an assessment of the types of properties included in the zone.
The final design and any changes are outlined below and on our interactive map.
What's changed
The following minor changes were made to the updated design:
- Replacing double yellow lines with single yellow lines in the turning area of Avondale Court
- Additional parking bay on Osborne Road
- Adjustments to parking bays where concerns were raised about driveway and property access
- Removal of disabled parking bays outside residential properties where residents' feedback indicated they were no longer required
- Inclusion of existing disabled bays that were omitted from earlier drawings
- Single yellow lines on the eastern side of Newbridge Road changed from existing to proposed markings
- Double yellow lines to the south of Station Road were omitted from the consultation map and therefore will not be progressed in this scheme (to be considered as part of the Bath to Bristol A4 scheme)
Some requests could not be accommodated. This was typically due to road safety considerations, access requirements or because the affected areas were outside the scope of the consultation.

Installation schedule

Use this section to stay updated on parking and access arrangements.
Works to install the signage and line the road is scheduled to begin 12 October and end by 30 November. Parking suspensions, a road closure, and diversions will be in place.
Where parking suspensions apply, residents will need to move their vehicle(s) before 7am and not return the vehicle until after 5pm. Sunday work will be required on Locksbrook Road.

On Sunday 18 October, we plan to temporarily close Locksbrook Road and suspend parking. If weather conditions prevent works from being completed on 18 October, works will take place on Sunday 25 October instead.

Bin collections and pedestrian access
We are working closely with waste services to minimise disruption to bin collections during the works. If there are any significant disruptions, we will update this webpage.
Pedestrian access will be maintained throughout the works to install the zone.
Apply for a residents parking permit
From Monday 2 November, the zone will be enforceable. This means you must have a permit to park in the zone. Permit applications will open on Thursday 1 October.
You will need to provide your Council Tax reference number. Applications using alternative proof of residence can take up to ten days to be approved, so please apply as soon as possible.

Bath recycling centre
Residents will be aware that Locksbrook Road is the location for Bath's new public recycling centre, which is due to open in autumn 2026. Once built, visitors will be required to book their visit in advance to avoid queues and on-street parking on surrounding roads.
Our intention is to install the RPZ and have it operational before the new Recycling Centre opens.

In Bath, a residents’ parking zone (RPZ) is a designated area where on-street parking is controlled and enforced and where eligible residents and businesses can buy permits to park in the zone.
RPZs aim to improve the environment and ensure that scarce parking is allocated fairly.
Read a summary of how RPZs operate
- operating hours are typically 8am to 6pm, seven days a week
- eligible residents can buy up to two permits per household to park in their zone during operating hours
- permit numbers are reduced for properties with off-street parking, such as driveways or garages
- current residents' permits cost will vary depending on the vehicle’s emissions and size
- short-stay bays (dual use and limited-waiting bays) are available for visitors using local amenities
- visitor permits (digital or paper*) will also be available for residents to purchase for guests parking within the zone
- tradespeople and some businesses can also obtain permits to park in permit-holder-only bays
- concessions, including a free residents' permit, and dedicated parking spaces are available for Blue Badge holders
- failure to comply with advertised restrictions could result in a Penalty Charge Notice

Outcome of the informal consultation (November/December 2025)
In November and December 2025 we asked residents, visitors and businesses in the area, including in neighbouring streets, to share their views by completing a survey on the preliminary design.
In summary, we received 183 responses to the consultation survey. 61% of all respondents support the proposal and 34% are against it.

Outcome of the formal consultation (July 2026)
In July 2026, we formally consulted on the updated design, including the addition of permit holder-only bays on Newbridge Road which was not in the preliminary design.
A full list of features retained or added in the updated design are outlined below.
List of features included in the draft design that we've retained in the updated design
- Sufficient permit-holder-only bays/areas to prevent commuters and other visitors from parking in the zone for unlimited periods
- Dual-use bays which can be used by visitors for a limited period and by permit holders for unlimited periods
- New double yellow lines (no waiting at any time) around some junctions and narrow road sections to prevent dangerous parking
- Permit-holder-only parking 'areas' rather than marked bays on Avondale Road, Clarence Place and Shaftesbury Ave to limit signage and line clutter in cul-de-sacs or where the area features limited entrances/exits
- Retention of existing advisory blue badge bays
List of design features added to the updated design
- Inclusion of around 38 permit-holder-only bays on Newbridge Road between Rosslyn Road and Station Road, including the retention of two existing advisory disabled bays (residents' parking on Newbridge Road was not previously included in the design)
- Painted permit-holder bays on Osborne Road to encourage orderly parking (previously the design included a residents’ parking zone 'area', indicated solely by signage)
- New double yellow lines on the western side of Station Road south of the junction with Locksbrook Road, to ensure the safe movement of vehicles in this area
- Permit-holder-only parking 'areas' rather than marked bays on Avondale Road, Clarence Place and Shaftesbury Ave to limit signage and line clutter in cul-de-sacs or where the area features limited entrances/exits
- Extension of a single yellow line to protect clear access to the National Cycle Route on the western side of Station Road, north of Locksbrook Road
