Waste and recycling planning guidance

The guidance intends to help developers produce successful waste management strategies at an early stage. It has been developed by the waste services team in consultation with colleagues in Planning and Highways. A review of best practice in other local authorities has also informed the process.

Details

We will charge all new residential developments for their first set of containers. 

Bin types and prices (1 April 2026 to 31 March 2027)

Communal bins (block of flats and student accommodation)

Developers must purchase communal recycling bins directly from us. The list below shows the cost per unit and delivery charge:

  • 360 litre: £40.25
  • 240 litre: £20.58
  • 140 litre: £43.61
  • 5 litre food caddy: £1.73
  • Delivery charge (per set of communal bins): £45.41

We do not provide communal bins for residual waste. Developers are responsible for procuring and maintaining the agreed number of these.

Kerbside containers (for individual houses and estates)

Developers must purchase kerbside containers in bulk and distribute them to each property. The list below shows the cost per unit and bulk delivery charge.

  • 140 litre refuse bin: £16.72
  • 55 litre recycling box: £6.91
  • 23 litre food bin: £4.94
  • 5 litre food caddy: £1.73
  • 91 litre blue bag: £1.87
  • Delivery charge (per set of 10 containers): £45.41
