If you think you've received a fine in error or have mitigating circumstances that you want to tell us about, you can challenge a moving traffic fine. We call this a formal representation. You can do it online or by post.
While you are challenging the fine, you should not pay it until you know the outcome of your challenge.

How long you have to challenge a fine
You must submit your challenge within 28 days of the date the penalty charge notice (PCN) was served. A PCN is normally considered served two working days after it is issued.
Before you challenge a fine
To challenge your fine, you will need:
- The PCN number, for example BN12345678
- Your vehicle registration number
- The web code from the top of the PCN, for example 123AB456

Challenge by post
Please send your challenge to: Parking Services, Bath & North East Somerset Council, PO Box 5197, Bath BA1 0UF.
You cannot challenge a parking fine over the phone or in person. It must be done in writing. You will need to quote the number from your fine, which starts with BN. You will need to clearly state the reasons why you want to challenge the fine. If you need help with this, you can call 01225 477 133 or visit an Information and Advice Service.
If your challenge is rejected
If we do not accept your challenge, we will write to you within 56 days.
The letter will explain how to appeal to the Traffic Penalty Tribunal. The Tribunal is independent and its decision is final.
