Changes to our Local Plan

Bath Walking, Wheeling and Cycling Links update

The consultation report is being finalised and reviewed. It will be published during the week commencing 16 June 2025. It will include answers to the questions previously raised through Cabinet, as an appendix.

Ahead of the publication, we would like to share some initial highlights and summaries from the report. Overall, there was support for the proposals with 66% of responses strongly supporting or supporting the City Centre to Kennet & Avon Canal route and more than half were in favour of the Royal United Hospital links route. Feedback demonstrated agreement that some of the routes would lead to a shift toward active modes, with disagreement on this point on others. We also received suggested additional/alternative walking and cycling improvements to improve the schemes.

Respondents believed the removal of parking spaces needs to be revisited and the proposals are not fully inclusive. In addition, some respondents said there would be an adverse impact on those who are dependent on cars and public transport. Within the Links to Royal United Hospital survey, respondents raised the effect of the proposals on the Royal United Hospital and other medical facilities.

Finally, a suggestion across all surveys was the need for improved public transport services, as well as suggesting infrastructure improvements to reduce traffic speeds.

This feedback received is key to supporting the development of Bath Walking, Wheeling, and Cycling Links. We encourage the community to sign up to alerts to stay updated throughout the project. Upcoming alerts will outline the project's development timeline and its next steps.

Update on the Pulteney Estate LN area, June 2025

The council will consider the outcomes of other schemes being introduced in the area to reduce congestion and improve walking and cycling infrastructure before considering whether measures proposed for this LN are required.

Update on New Sydney Place and Sydney Road

A through-traffic restriction trial on Sydney Road will be made permanent under a formal Traffic Regulation Order in the summer.

This trial was installed in April 2024 under an experimental traffic regulation order (ETRO) for a minimum of six months. During this time, we consulted the community and monitored the impacts on traffic and air quality.

Later in Spring 2025, our intention is to engage the community on other measures to complement the through-traffic restriction. These measures are outlined in the full business case for the programme, and we will update this web page when we begin the engagement.

Lower Lansdown ETRO consultations now closed

The public consultation for the three linked trials in Winifred’s Lane, Catharine Place and Gay Street is now closed.

We are now analysing the consultation responses and the traffic and air quality monitoring data that was collected during the trials. We expect to publish the outcomes later this year (2025).

The Cabinet Member for Highways will then consider the outcomes alongside council policy before deciding whether to make these three trials permanent (under a standard Traffic Regulation Order) or remove them. The trials will remain in place until a decision is made.

Disabled bus pass update

From Tuesday 1 April you can use your disabled bus pass 24 hours a day, 7 days a week. 

From this date, there will be no time or date restrictions on bus use within Bath & North East Somerset, Bristol, South Gloucestershire and North Somerset.

New Sydney Place and Sydney Road consultation update

This consultation is now closed. A decision to make the trial permanent under a standard Traffic Regulation Order by the Cabinet Member for Resources was upheld following a call-in, and the restriction and junction improvements will now be made permanent under a formal TRO.

Our intention is to share these proposals on this web page from May 2025 during a six-week public engagement. Your feedback will help to inform more detailed designs for your area. 

A brief summary of the measures for which we’ve received funding are outlined in the Liveable Neighbourhood Full Business Case.

We will inform residents by letter of the next public engagement and a more detailed description of the proposed plan.

A package of measures for this Liveable Neighbourhood (LN), based on community feedback, has now been shortlisted. 

Our intention is to share these proposals on this web page from May 2025 during a six-week public engagement. Your feedback will help to inform more detailed designs for your area. 

We will inform residents by letter of the next public engagement and a more detailed description of the proposed plan. 

We are currently incorporating the community feedback we received on a proposed one-way trial which did not progress in Spring 2024.

Update on the Lower Lansdown and The Circus area

A package of measures for this Liveable Neighbourhood (LN), based on community feedback, has now been shortlisted. 

Currently we are running through-traffic restriction trials, ahead of wider measures. 

We will update this web page when these trials are complete, and a decision is reached on whether to make them permanent or not. 

Depending on the outcome of the trials, our intention is to engage the community on the wider measures. These measures are outlined in the full business case for the programme, and we will provide more detail once trials are complete.

Update on the London Road and Snow Hill Liveable Neighbourhood area

For the latest news on this Liveable Neighbourhood, please read the following statement by Cllr Kevin Guy, Leader of the Council.

Read Cllr Kevin Guy's open letter on the future of London Road and Snow Hill LN Area (18 February 2025)

Our intention was to engage the community on preliminary designs for this area in spring 2025. The measures to be included in the design were summarised at a high level in the final business case (FBC) for the programme including a bus gate on Camden Road, a series of one-ways, and a through-traffic restriction to help reduce traffic volumes in residential areas.

Street activities update

A review of street related activities in Bath is currently underway and will not be completed until 31 August 2025.

It is currently not possible to book any street collections to take place from 1 September 2025 onwards.

Early toilet closures

Due to issues with anti-social behaviour opening hours at the following facilities are reduced until further notice:

  • Shaftesbury Road, Bath: public toilets are open from 7am to 3.30pm
  • Charlotte Street: public toilets are open 7am to 6pm

Update on the Lyme Road ETRO trial

The one-way experimental trial for the Lyme Road and Charmouth Road area is postponed until we have engaged the community on a wider package of measures for this LN area.

We have submitted a full business case (FBC) to the West of England Combined Authority to secure approval and funds to deliver a package of measures in 11 LN areas by March 2027.

Progress report on this Liveable Neighbourhood area

We have submitted a full business case (FBC) for the Liveable Neighbourhood Programme and, in discussion with ward councillors, agreed not to pursue funds to develop a Liveable Neighbourhood in this area in 2024.

This is due to budgetary constraints. Should further funding opportunities arise next year, we will engage the community.

Replacement wheeled black bins

From Monday 1 April 2024, you will need to pay £22.40 for a replacement wheelie bin for your rubbish if it is lost or stolen.

Please note that the charge for replacement wheeled black bins was agreed in our 2022/23 budget to help offset the purchase and delivery costs associated with providing a replacement bin.
