Resources for Local Planning Authorities
As part of Phase II of Green Heritage Homes, we are working with other Local Planning Authorities (LPAs) in England to share their learnings about the retrofit of traditional and listed buildings, and to help support uptake of other projects and services.
Engagement
We have undertaken an initial analysis of local authorities with an online survey, and produced a map of current retrofit projects and services available across the south west.
The LPA Retrofit Working Group was launched in January 2026 as a forum to share knowledge, learnings, and experience of working with historic buildings and how to make them more energy efficient. This is aimed at all officers working within an LPA with an interest in heritage and conservation, planning, sustainability, retrofit, and/or climate action.
If you work for an LPA and are interested in getting involved with the Working Group, you can fill in our Expression of Interest Survey. Please indicate which LPA you work for and your job role as part of your submission.

Factsheets
Listed building factsheets were compiled in Phase I of the Green Heritage Homes project, and provide further guidance on assessing the heritage significance of a listed building, the listed building consent process, and assessment of different retrofit measures.
National versions of the factsheets have been produced for use by other LPAs.

Level 0 Pre-App Support Pack & Local Listed Building Consent Order (LLBCO) Toolkit
We are in the process of compiling resources to help support other LPAs implement similar project services in their areas, such as the Level 0 pre-app and the Local Listed Building Consent Order (LLBCO).
The support pack and toolkit aim to collate guidance, templates, and frameworks to outline the process of how these services were introduced, to streamline the same process for other LPAs. This also helps to create a more consistent approach between different LPAs, particularly where there is limited guidance available around mechanisms such as the LLBCO, and the Level 0 pre-app is one of the first services of its kind in the country.
The support pack and toolkit are currently in production and will be reviewed by the LPA Retrofit Working Group. These will be made available on our website.
Case studies
Retrofit case studies have been produced through the Green Heritage Homes project, identifying listed buildings where retrofit advice has been provided at pre-app stage and helped to inform the development of a retrofit proposal. Case studies are available on our website.
