Use this consultation to have your say on proposed changes to local requirements for planning applications.
Why we are consulting
We maintain a Local List of Planning Application Requirements (LLPAR), which describes the documents you will need to submit with different sorts of planning application, over and above the National Requirements.
National Planning Policy (NPPF, paragraph 45) states that we should review these requirements at least every 2 years, and have a statutory duty to consult the public on any changes we propose. Following our most recent review, in 2023, we are now proposing updates to our LLPAR.
Who we are consulting
This consultation is aimed at planning agents, architects, builders, developers and members of the public who submit planning applications.
What we are consulting on
We are proposing changes to the wording of some existing requirements, or which situations or developments the requirements will apply to, and we are also proposing a brand new requirement.
The consultation is split into 2 parts.
Part 1
Proposed updates to four existing LLPAR validation requirements.
Changes may be in the range of applications where the requirement applies, or in the terms and content of the requirement itself.

These updates aim to provide clarification and reduce delays to application decision times which some applicants have experienced, where additional information has been required.

What happens next
We will review the results of this consultation and take on board your feedback, where appropriate. The cabinet member for Planning and Licencing will make final decisions on any changes. Our aim is to implement policy changes in our LLPAR this June or July, following the consultation period and new policy adoption.
