Planning application - local requirement (draft update)
A Planning Statement is a broad scope document looking at the context of a proposed new development, in terms of the planning policy in place, and the need or business case for the proposal. A Planning Statement goes beyond the information included in a Design and Access Statement.
When the requirement applies
Current text
This requirement will be necessary for Major and Minor developments which will have a broader impact on the community, or applications for consent for work on a listed building.
Proposed update
This requirement will be necessary for developments where there is a need to explain and evidence how the development accords with and responds to Local Plan policies.
Rationale
To simplify the scope of this requirement and provide greater clarity about when a Planning Statement is necessary. We're removing the reference to listed building work, as these concerns are covered in the broader proposed new text.
What the statement should include
A Planning Statement should do the following:
- Identify the context and need for a proposed development
- Include an assessment of how the proposed development complies with relevant national, regional and local planning policies
- Give details of consultations with the Local Planning Authority, and wider community or statutory consultations undertaken before the application was submitted
- Explain the business case for the development, where necessary
