When the requirement applies
This requirement will be necessary for Major and Minor developments that involve complex or contentious policy issues such as:
- Housing development outside settlement boundaries
- Development which is opposed to the general character of the area
- Development that has significant impact on the natural environment or open space
- Development resulting in loss of community facilities
- Development involving affordable housing
- Development involving houses in multiple occupation
- Development involving student accommodation
- Development involving major minerals or waste operations etc.
What the statement should include
A planning statement goes beyond the information included in a Design and Access Statement. A Planning Statement should do the following:
- Identify the context and need for a proposed development
- Identify relevant national, local and neighbourhood planning policies, as well as relevant supplementary planning guidance
- Include an assessment of how the proposed development complies with relevant national, local and neighbourhood planning policies, as well as relevant supplementary planning guidance
- Give details of pre-application consultations with the Local Planning Authority, Ward Members, Local Amenity Groups and wider community or statutory bodies
- Explain the business case for the development, where necessary
