Policy SCR8 (Embodied Carbon) and the Sustainable Construction Checklist SPD require an embodied carbon assessment of carbon emissions resulting from the materials, production, construction, demolition and disposal associated with development.
Policy SCR8 requires developments demonstrate a score of less than 900kgCO2e/m2 can be achieved within the development for the substructure, superstructure and finishes.
When the requirement applies
An Embodied Carbon Assessment is required for a valid application where new build development generates:
- 50 dwellings or more; or
- 5000m2 of commercial floor area
Completing the Embodied Carbon Assessment
The Sustainable Construction Checklist SPD (2023) provides detailed guidance on expectations and requirements where an Embodied Carbon Assessment is necessary.
The embodied carbon assessment must be third party verified and the Council encourages the use of the PAS 2080 framework (2016 Carbon management in infrastructure) and RICS Whole Life Carbon Guidance.
Tables 6 and 7 of the Sustainable Construction Checklist must be completed using the embodied carbon assessment information.
