Why we are consulting

Through our current adopted Local Plan, we are committed to delivering sustainable communities, whereby new development is supported by the delivery of necessary infrastructure. This includes securing financial contributions from developers to infrastructure necessary to mitigate the impact of proposed development. These contributions are secured through planning obligations.

Our current Planning Obligations SPD expands on the Local Plan and enables developers and other interested parties to understand the type and scale of planning obligations required as part of the development process.

We are proposing to update the Planning Obligations SPD to take into account recent national policy changes, updated costs, together with updates to the implementation of Local Plan policies. The draft SPD also includes new obligations required relating to developer contributions towards:

  • GP surgeries
  • Early Years (childcare for children aged nine months to four years old) facilities
  • SEND (Special educational needs and disabilities) provision
  • home to school transport

The SPD provides further detail of our policies on planning obligations and the procedure for agreeing them. The new updated SPD is proposed to supersede the existing Planning Obligations SPD, adopted in 2023.

Who we are consulting

We are inviting any person who has an interest in the Planning Obligations SPD and developer contributions to have their say on the draft Planning Obligations SPD update.

This is a formal consultation under the Planning and Compulsory Purchase Act 2004 (as amended) Town and Country Planning (Local Planning) (England) Regulations 2012.

What happens next

When the consultation closes, we will review and analyse all the responses we receive, and we will prepare a Consultation Statement setting out our response to comments and make any amendments that we consider to be necessary to the SPD. We will then proceed to adopt the SPD.
