We are due to start work on walking, wheeling and cycling improvements in Royal Victoria Park this autumn, subject to a 21-day statutory notice period that began on 30 July and closed on 27 August 2026.
All feedback received during the notice period is being duly considered and a TRO decision report (Report 5a) will be published on this web page with the final decision.

We're improving connections between Weston and Bath city centre as part of the Bath Walking, Wheeling and Cycling Links project, making it safer, easier and more accessible for people to walk, wheel and cycle.
The proposed route runs from Weston High Street through Weston Park and along Weston Road, continuing through Royal Victoria Park and along Royal Avenue to Queen Square.
Our proposals
The Weston to City Centre route proposals include new and improved pedestrian crossings, pavements, lighting and cycle lanes to make it easier and safer for people to walk, wheel and cycle their journeys.
By making active travel more accessible and appealing, the scheme would help improve air quality, ease congestion and create healthier, more pleasant travel routes.
We consulted on the scheme between October 2024 and January 2025. Having considered the feedback, we plan to progress the Royal Victoria Park section this autumn, subject to a statutory consultation on the revised proposals outlined below.

In line with consultation feedback, we've made important changes to the proposals for Royal Victoria Park.

We plan to introduce:
- heritage-style, eco-lighting through the southwest section of the park to support safety and year-round use
- four new pedestrian crossings through the south-west section of the park, raised to the level of the footway to support pedestrian priority and slow traffic
- a new raised zebra crossing on Park Lane to support pedestrian access from the northwest
- a new raised crossing at the top of the northwest access lane
- resurfacing of pavements
- six new disabled parking bays to improve access to key amenities
- a family friendly contraflow cycle path, between Park Lane and the Victorian obelisk along the park's southern carriageway, separated from road traffic and indicated by green surfacing and flexible tulip-style separators
The existing one-way vehicle access from Park Lane will be retained.
Parking facilities in the park
We are retaining enough parking in the park to meet demand, even on its busiest days, and we are doubling the number of disabled bays in the south of the park to 12. Six existing disabled bays will be relocated from the northern side near the ponds to the southern side of the road by the play park.
To create the proposed cycle lane, parking will be removed from the western side of the northwest access lane and from the north side of the southern carriageway.
About the tulip-shaped separators
Tulip-shaped separators will create a visually attractive, safe boundary between the cycle lane and road.
Their sustainable, flexible design means they bend when struck and then return to shape, reducing the risk of injury compared with rigid bollards.
Tulip wands have been used on Westminster streets to create attractive lanes and are perfect for a park setting.
They are easily removed and replaced if required for events.

This section of the route starts in High Street, Weston and continues along Crown Hill, Weston Park and Weston Road to Park Lane.
Following consultation feedback, we are considering the original proposals with a view to drawing up more detailed designs and securing funding to deliver the schemes in 2027, subject to statutory consultation.
This section of the route starts on Royal Avenue and continues along Queen’s Parade, Queen Square to Chapel Row or Princes Street.

In August 2026, the proposals for Royal Victoria Park were subject to a statutory traffic regulation order (TRO) consultation, ahead of plans to install this autumn. All feedback is now submitted and is being duly considered.
