1. Introduction

Bath & North East Somerset is preparing a new Local Plan for the District. This is being prepared alongside and will deliver the West of England Joint Spatial Plan which will provide a new strategic planning context for all four West of England Districts for the period 2016 - 2036.  The Joint Spatial Plan has been submitted for Examination.

The B&NES Local Plan will include a strategy to guide development, site allocations (including strategic development locations and smaller sites) to meet development requirements and district-wide Development Management policies for determining planning applications.

2. Consultation November 2018 to January 2019

The Local Plan Options document is taking place between 12 November 2018 and 7th January 2019.

The documents supporting the Local Plan Options, comprising the sustainability appraisal (Appendix 1a and Appendix 1b) and habitat regulations assessment, topic papers and evidence studies can be accessed here.

Comments on the Local Plan Options document should be made on-line using the consultation portal www.bathnes.gov.uk/localplanconsultation 

Alternatively you can email your completed comments form to Local_Plan2@bathnes.gov.uk or send your completed form to Planning Policy, Bath & North East Somerset Council, PO Box 5006, Bath BA1 1JG. Comments should reach the Council by 7th January 2019.

Call for sites: For comments that are proposing a site for allocation for housing or economic development there is also the opportunity to submit the site for assessment through the HELAA. If you wish to submit a site for HELAA please do so here

The Council will also be holding a number of staffed exhibitions throughout the District, which members of the public are welcome to attend and discuss issues with officers.  Please note that the consultation events that will also include material on other projects will now take place on the dates listed below and not those in the Cabinet version of the Options document.

Comments received will be used to inform preparation of the Draft Local Plan to be published in 2019.

3. Previous consultations

In November 2016 the Council published a Commencement document when people had the opportunity to comment on the issues to be addressed in the Plan. 

Following on from this the Council published an Issues and Options document in November 2017. The consultation covered for four broad areas:

  1. Vision & Priorities
  2. Where new development should be located
  3. Strategic Development Locations
  4. University growth and student accommodation requirements

4. West of England Joint Spatial Plan consultation

The Draft West of England Joint Spatial Plan is now at ‘examination stage’. Following an initial review, independent Inspectors leading the examination have requested that additional work be carried out and made public.  This includes updates to the Sustainability Appraisal, Habitats Regulation Assessment, information on transport, viability, employment, strategic development locations, the Duty to Cooperate and some wording changes

Consultation on these JSP updates is running parallel with the B&NES Local Plan Options consultation ending on 7th January 2019.  Please note these are two separate consultations.
