Please download our policy on enforcement action for litter the it is on the right hand side of the page.
We have a legal duty to enforce laws contained in the Environmental Protection Act 1990 and the Clean Neighbourhoods Act 2006 and we take robust action to ensure a safe, clean environment for everyone to enjoy.
Litter offences are subject to fines (also known as Fixed Penalty Notices or FPNs), that act as deterrents to litter offenders. Failure to pay a fine may lead to summary conviction and a fine of up to £2,500.
On-the-spot FPNs ensure efficient use of our officers’ time.
Our officers tackle litter-droppers, fly-tippers, graffiti artists, both householders and businesses that put rubbish on public highways at the wrong times, and those who don’t follow their Duty of Care to ensure waste is disposed of responsibly.
How we treat offenders
- We issue fines proportionate to the offence
- Fines are only issued by the Cleansing Enforcement Team and other authorised officers
- Failure to pay may lead to summary conviction and a fine of up to £2,500
- Enforcement Officers will be fair, courteous and consistent when enforcing action
- Every case is investigated with a view to prosecuting offenders
- Proceeds from fines are spent on improvements areas, such as street cleaning
