How are we doing?
Street cleaning procedures: why should you care?

We all want to enjoy a cleaner, safer environment – from litter-free streets, to well-kept street furniture, car-parks and public conveniences.

The Council’s neighbourhood services team is dedicated to maintaining high-standards based on the requirements of the Environmental Protection Act 1990 Litter Code.

Please help us to maintain these standards and our response times by reporting litter and offences including fly-tipping, abandoned vehicles and graffiti.

How are standards of cleanliness measured?

Areas are given grades of cleanliness.

Grade A: no litter or refuse

Grade B: predominantly free of litter apart from some small items

Grade C: widespread distribution of litter with minor accumulations

Grade D: heavily littered with significant accumulations.

The Litter Code sets out response times for returning areas to Grade A.

These response times are set according to an area’s characteristics i.e. City Centre, Residential , rural, etc.

Where areas are found to be at Grade A or B no further action is required

(the litter will be cleaned within a regular service).

Where the areas are at Grade C or D, they are classed as 'below standard'.

We’ll bring them back to Grade A within specific response times.

Response times vary according to the area and grade:

Zone 1 - from grade D, 1 hour; from grade C, 3 hours

Zone 2 - from grade D, 3 hours; from grade C, 6 hours

Zone 3 - from grade D, 6 hours; from grade C, 12 hours
