Bath and North East Somerset are trialling a CCTV vehicle to identify problem areas within the Authority where motorist are putting the safety of others at risk and causing unnecessary congestion, including locations where there are ‘School Keep Clear’ yellow zigzag markings and parking on a yellow line when a loading ban is in place. These problem areas will be identified by gathering evidence of vehicles parked in contravention of the parking restrictions over a two week period.
Any parking in breach of a restriction can cause hazards and may impact on traffic flow, this mobile safety vehicle will assist with ensuring the safety of pedestrians and vehicles and help the free-flow of traffic. The vehicle will only be used to collect data in locations where enforcement using officers on foot patrol is difficult, sensitive or impractical.
The Secretary of State’s Guidance to Local Authorities On The Civil Enforcement Of Parking Contraventions states that: 'The primary objective of any camera enforcement system is to ensure the safe and efficient operation of the road network by deterring motorists from breaking road traffic restrictions and detecting those that do.' Local Authorities have a duty to tackle dangerous parking and the Traffic Management Act 2004 allows councils to enforce parking contraventions by CCTV Camera.
