Bath and North East Somerset Council’s Placemaking Plan was formally adopted by the Council on 13th July 2017. The Placemaking Plan now forms part of the Development Plan for the District and will be used in the determination of planning applications.
The Placemaking Plan:
- allocated sites for development for housing, employment and other uses to help meet development needs identified in the Core Strategy;
- Reviewed and updated the development management policies used in the determination of planning applications
- facilitated the delivery of key development sites;
- safeguarded and enhance the quality and diversity of places in B&NES including the protection of valued assets and identifying opportunities for change; and
- provided the opportunity to work together with local communities to review Housing Development Boundaries.
The Core Strategy and the Placemaking Plan are complementary planning policy documents, and should be read as one.
The Council has consulted on the various stages of the document, each consultation informing the next version of the document through assessment of the comments received during the consultations and through continuing dialogue with local residents, stakeholder organisations, developers and landowners. This dialogue aims to resolve tensions and to ensure that the Draft Plan is the best possible plan that can be achieved; one that reflects the aspirations and ambitions of a very broad range of interests. Inevitably it is extremely unlikely that we will be able to produce the ‘perfect plan’ and there will still be parties who feel aggrieved at some of the content of the Draft Plan.
The current programme for the preparation of the Placemaking Plan was as follows (click on each link for further information):

|Submission to Secretary of State||12th April 2016|
|Examination Hearings||13th to 30th September 2016 within the Brunswick Room in the Guildhall, Bath.|
|Receipt of nspector’s final Report||28th June 2017: The Council has now received the Inspector’s final Report on the Placemaking Plan. The Inspector has found the Placemaking Plan ‘sound’ subject to a number of modifications which are set out in her report.|
|Adoption||14th July 2017|
The above timings reflect the reviewed and revised preparation programme which was confirmed through the Council’s Local Development Scheme considered by full Council at its meeting in November 2015.

3. Neighbourhood Planning
Whilst the Council is advocating the Placemaking Plan as the principle vehicle for neighbourhood planning activities, the Neighbourhood Planning Protocol also contains information on how communities can take forward a Neighbourhood Plan if they wish to; the Council has prepared the document to advise residents, community groups and businesses about how to get involved in local planning issues.
