As part of the Children and Families Act 2014, all Local Authorities are required to publish a Local Offer of the support and services we expect to be available for children and young people aged 0 – 25, from children and young people with a low level of special educational need or disability, through to the most complex needs.
Our Local Offer must also provide information on the changes to Special Educational Needs and Disability legislation as part of the Children and Families Act. These changes are some of the biggest in 30 years and aim to make the process more joined-up, personalised and so young people and families do not have to repeat their story to different agencies or teams.
We will be setting out our Local Offer in age stages, to help parents/carers and young people find the most relevant information for them. The Local Offer is a continuing piece of work and will be reviewed and updated as it develops. We also have included specific sections that are key to the new SEND Reforms, including Education, Health, Care, Requesting an Education, Health and Care Needs Assessment & Personal Budgets.

We have recently undertaken a review of the implementation of the SEND Reforms across the Bath & North East Somerset Local Area, showing our areas of strength and areas which require improvement.
For those children/young people who already have a Statement of SEN/Learning Difficulty Assessments (LDAs) please see our SEND Reform Transfer plan which sets out the timescales for conversion to Education, Health and Care (EHC) plans.
We are committed to supporting the inclusion of children and young people with SEND. This means:
SEND is everyone's business - all services and education settings will be supporting some of the 20% of children and young people with SEND, most of whom will not need specialist or services and we all have statutory duties towards them.
We should all seek to work to the SEND Reform principles:
Aspiration - for all our children and young people regardless of disability or needs
Co-production - the full involvment and engagement of young people in helping to develop and improve our Local Offer over time, the design and improvement of the way we provide support and services, as well as full involvement during assessments and reviews to help children and young people achieve their aspirations
Person-centred - putting children, young people and families at the heart of everything we do. Person-centred thinking, tools and approaches are fundamental to the SEND reforms.
Outcome-focused - Planning for children and young people at the non-statutory and statutory levels will be outcomes focused and based on SMART outcomes (Specific, Measurable, Achievable, Realistic and Timebound).
Holistic team work - Professionals will work together to get a whole understanding of a child/young person and their family so that they get the best support
