Introduction

Supporting People is a commissioning framework for the provision of supported housing, sheltered housing and housing related support services (and some residential provision). In Bath and North East Somerset this includes approximately 3000 units of accommodation and several floating support services.

The overall aims of the programme can be summarised as follows:

  • To provide housing related support services that are focussed on meeting the needs of local people - In particular to prevent homelessness and to enable people to continue living independently in the community
  • To provide a range and choice of high quality support services for vulnerable people to develop a commissioning strategy for housing related support services that is linked
  • To other plans such as the health improvement programme and the community safety strategy
  • To ensure that the needs of all vulnerable groups and individuals are recognised

 The Programme Provides Housing Related Support

It helps vulnerable people to live in more independent accommodation than they otherwise might or prevent loss of this independent accommodation by helping them to:

  • Budget and pay for their accommodation
  • Meet the other responsibilities of having a tenancy or owning their home
  • Know how to get all the necessary services for the accommodation such as gas, electricity and water
  • Deal with repairs and/or improvements to the property
  • Keep their accommodation warm, safe and comfortable
  • Look after themselves with the help of suitable care and personal support when needed
  • Know how to get on with their neighbours
  • Access community services when needed
  • Not feel trapped or isolated in their accommodation to the point where they no longer wish to live there
  • Be involved in activities that help to enhance independence, e.g. work and work-like activities including volunteering, and lifeskills programmes etc.

Many of the services are designed to be short term (from 6 months to 2 years) and there is no charge to the service user. However, we also commission a number of long term services which are chargeable but service users may be eligible to receive help in paying for these.
