About the document

The Bath City-wide Character Appraisal is a Supplementary Planning Document that has been prepared to help residents, businesses, developers, agents, amenity , planners, decision makers, visitors and the local community in understanding the character of the city, its setting and its component parts when considering the future management of change within Bath.

The Bath city-wide character appraisal gives an understanding of what makes Bath distinctive by considering its character and significance. It provides guidance to enable future proposals for change and opportunities for enhancement, preservation and innovation within Bath to be considered in relation to Bath's city-wide character.

The Bath city-wide character appraisal reviews the historical development of key elements that contribute to Bath's character variations across the area of the city and its immediate environs, and provides a summary of the issues that affect Bath's character.

Bath has evolved over time in response to political, social and economic conditions and continues to evolve to this day. The cumulative effect of these changes has created the distinctive character of Bath which is so valued by residents and visitors alike. An understanding of this character is fundamental to informing any changes and in achieving good design that continues to maintain and enhance the character of Bath.

Public consultation

Public consultation on the Bath City-wide Character Appraisal as a Supplementary Planning Document took place between 20 June and 18 July 2005.

  • Consultation information flyers were sent to all Bath and North East Somerset councillors and the Parish Council’s bordering Bath, as well as other key stakeholders informing them of the consultation period, and where to view or obtain copies of the Bath city-wide character appraisal.
  • Consultation information flyers were sent to a wide variety of interest groups.
  • Consultation information flyers were distributed to the Bath business community through Business West (400 leaflets).
  • Presentation given to Bath South Area Planning Committee, Tuesday 14 June 2005, and 380 flyers were subsequently posted to the committee’s mailing list contacts.
  • Presentation was given to Planning Services staff, 6 July 2005.
  • Open meeting at Bath Royal Literary & Scientific institution on Tuesday 12 July 2005.
  • 1,000 flyers were initially produced, and a reprint of a further 1,000 was required. 
  • Approximately 1, 750 were distributed.  150 copies of the full (black & white) appraisal were printed and distributed.
  • Copies of the Bath city-wide character appraisal and leaflets were distributed to all libraries throughout the district and to main Council Offices.
  • Specific Web pages were posted (including the full downloadable document) and made available during and after the consultation period.  These were also advertised on the Council intranet home page.
  • A Press release was issued.  The Bath Chronicle ran a full page article on Wednesday June 22 2005 including full details of how to comment.

36 individual responses were received, which can be broken down into approximately 300 comments. All comments were summarised point by point and a response and action sheet prepared.

The document 'Statement of Community Involvement' sets out how the consultation was carried out and presents the comments received during the consultation. This document was sent to all people who commented on the SPD. It can be downloaded from the link on the right side of this page.

Supplementary Planning Document Adoption Statement

This statement has been prepared in accordance with Regulation 19 (a) of The Town and Country Planning (Local Development) (England) Regulations 2004 and gives notice that Bath City Wide Character Appraisal was formally adopted on 31 August 2005.

Any person who feels aggrieved by the decision of the Council to adopt the Bath City Wide Character Appraisal as a Supplementary Planning Document may apply to the High Court for permission to apply for a judicial review of the decision to adopt the appraisal.

Any challenge must be made on the grounds that the document has not been prepared in accordance with Planning and Compulsory Purchase Act 2004 or alternatively that a requirement of the Act or associated Regulations have not been complied with.

Any such application must be made no later than 3 months after the date of adoption specified above.
