We will make a decision based on the information you have provided. If we feel it is appropriate for the location we will contact you to proceed with the application process. You will need to pay the required application fee at this point.
Any application received by a person less than 17 years of age will be considered by taking into account the provisions contained in the Children and Young Persons Act 1933 and the Children and Young Persons Protection at Work Regulations 1998.
We will then proceed as follows:
If the application is for either:
- an existing pitch which is currently vacant and you wish to sell goods which are significantly different to those previously agreed at that location; or
- the creation of a new pitch;
we will consult with:
- Development Control/Planning
- Property Services
- PoliceLocal Ward Councillor(s)
- Environmental Health Food Team (if food is to be sold)
- Adjacent Premises
- Parish and Town Councils (where applicable)
A public notice will also be placed on the highway for a period of 21 days.
If the application is for an existing pitch and the goods you wish to sell are not significantly different to those previously agreed at that location, then no consultation process will be required.
Anyone wishing to make an objection to an application must give written notice of their objection to Licensing Services, stating the grounds of the objection, within 21 days of the date of the application.
We must allow 21 days for objections to be made. If any objections are received, the application will be referred to the Council’s Licensing Committee for determination.
If no objections are received by the end of the consultation period we can proceed as follows:
- An appointment will be made for you to visit our offices for a new trader interview with a Licensing Officer. He will provide you with information about our policy and the conditions attached to your licence. At the same time he will make your photo ID badge(s) and take you to the location of the pitch so it clear where you will be trading from;
- You will need to pay the pitch fee based on the number of trading days to the end of the current quarter, or set up a direct debit arrangement;
- You will need to pay a badge fee and deposit;
Your Street Trading Consent will then be issued and will be subject to a set of standard conditions.
The Council may also add conditions specific to your pitch if it considers it necessary.
Tacit consent applies. This means that you will be able to act as though your application is granted if you have not heard from the local authority by the end of the 60 day target completion period.

If you have a complaint about a trader, we would advise you first to contact the trader – preferably by letter with proof of delivery. If that is unsuccessful and you are in the UK, the Citizens Advice Bureau will assist you. If you are outside of the UK, contact the UK European Consumer Centre.
