We will grant an animal licence for one, two or three years based on our assessment of the following criteria set by DEFRA:

  • the risk of an operator breaching any licence conditions; and

  • the impact on animal welfare of any such breaches; and
  • whether the operator is already meeting higher standards of animal welfare than are required by the licence conditions.  A star rating will be given to the premises based on whether or not the business meets the required number of higher standards as detailed in the relevant guidance notes.  The scoring matrix we must use to determine the star rating and length of licence can be found in the Procedural Guidance for Local Authorities  (page 16 - "Determining the length of a licence and the star rating of a business").
