Bath and North East Somerset Council adopted the revised Planning Obligations Supplementary Planning Document (SPD) on 6th April 2015, and subsequently Appendix 1.  

Focused amendments to the SPD were adopted on 9th August 2019.

Background and Information

The SPD approved in 2015 and amended in 2019 supersedes the Planning Obligations SPD approved in 2009 and Appendix C of the Bath Western Riverside SPD, as updated in July 2014.

In March 2015, the government published its Housing Standards Review. This made changes to local housing standards and how they can be applied. Changes were made to the Building Regulations and the Planning Practice Guidance and a Nationally Described Space Standard (NDSS) and written statement to parliament were published. Bath & North East Somerset Council had local standards within its adopted Planning Obligations Supplementary Planning Document 2015, relating to accessibility and internal space. A note has been produced which sets out how local housing standards policies will apply in Bath and North East Somerset from October 1st 2015, which marks the end of the transitional period where local standards could continue to be applied.

Amendments to the National Planning Practice Guidance (NPPG) on Planning Obligations of May 2016 introduced changes to the way that affordable housing contributions can be sought from development. The changes include the introduction of the vacant building credit which is intended to provide an incentive for brownfield development on sites containing vacant buildings. A note has been prepared to provide guidance on the Council’s approach in applying the vacant building credit.

Amendments to the Green Infrastructure section of the SPD were consulted on and adopted in 2019.  Background documents include the  Consultation statement 2019 and Adoption statement August 2019
