Joint Strategic Needs Assessment 2012

Background

Under the Health and Social Care Bill we have been given the responsibility to produce a Joint Strategic Needs Assessment (JSNA). The JSNA process aims to provide a comprehensive picture of the current and future health and wellbeing needs of the population, and inform commissioning to achieve better outcomes and reduce inequalities.

Who is the JSNA for?

  • Health and Wellbeing Board Members (and other strategic decision makers): Provides a context to understand and identify local priorities. In particular it will also enable the CCG and other key partners to work together to identify local priorities and shape the ongoing direction of the area.
  • Service and Financial planners: Where to target services & understand how decisions impact on different communities in different ways.
  • Writers of contracts and commissions: Helping to explain local demand, understand the market and shape what outcomes/deliverables are to be commissioned.
  • Local Communities: A shared understanding of local need can make the case for increasing capacity and bringing in external funding.

Our Local Approach:

We do not want the JSNA to be a static process, out of date the second it is published, so there is a local intention to try to create an ongoing programme of analysis on a wide range of topics relating to health and broader wellbeing, by trying to answer the following questions:

  • What does the data say (traditional trends over time, equalities dimensions, etc.)
  • What does the community say (qualitative & quantitative engagement, with communities, stakeholders, practitioners etc.)
  • Are we doing what we said we’d do (performance)
  • What can we realistically change (national/strategic context + local assets)

We will be producing a range of documents and presentations to complement this; co-ordinated through an on-line portal and a summary of existing findings is provided as an Appendix.

Milestones 12/13:

Quarter 1:

  • Sign-off initial content – Apr 18 – Health & Wellbeing Board
  • Deliver initial JSNA Outputs via a web portal.
  • Agree forward work-plan
  • Develop options to update HWB (and key commissioners) in-year with new JSNA findings

June – Prepare LA briefings for release of 2011 census data

Quarter 2:

  • Start to deliver forward work plan.
  • Onward assessment of impact of 2011 census data
  • Develop joint working with Places and Resources directorates for web portal and forward work-planning.


Quarter 3:

  • Ongoing delivery of forward work plan
  • Review Community Safety Strategic and Local Economic Assessment processes
  • Evaluation of process to date
  • Develop joint-working with other public and vol. sec service agencies


Quarter 4:

  • Ongoing delivery of forward work plan
  • Updated summary document
  • Review forward work plan
