1. SUMMARY
1.1 This report highlights an objection to the above experimental order and seeks Committee authority to make the order permanent.
2. RECOMMENDATION
2.1 That the Head of Engineering Services be granted delegated authority to take all action necessary to introduce a Permanent Traffic Regulation Order in like terms to the existing Experimental Traffic Regulation Order to effect one-way working in a southerly direction in Bath Old Road, Camerton.
2.2 That the Objector be informed accordingly.

3.4 Economic: Completion of this scheme will assist in maintaining the transport network required for economic development and growth. This investment in transport infrastructure also acts as a catalyst for direct growth in the local economy.

4. BACKGROUND AND LEGAL FRAMEWORK
4.1 At its meeting of 7th July 1998, the Transportation Sub-Committee approved the making permanent of the experimental one-way Order, on the premise that no objections had been received (see Appendix 1). Since that time, it has been established that there was one objection, from a Mr J Hill of Woodborough Road, Radstock, who considered the one-way arrangement encouraged traffic to rat-run along Bath Old Road in an attempt to beat queues on the A367 into Radstock and suggested the junction should be closed.
4.2 Although it is accepted that traffic uses Bath Old Road as a rat-run, it is unlikely that closing the junction of Bath Old Road and the A367 will have any effect, as the two roads are linked by a newly constructed junction approximately 150 metres from the old junction, which would be used if the former were closed. Although the new junction forces vehicles to enter Bath Old road more slowly than they do through the old junction, the speed of vehicles past the Infant School, more than 1 kilometre towards Radstock, will not be affected. For this reason it is recommended that the objection is noted but nevertheless the Order should be made permanent.
