4. Attendance Register: Members should sign the Register which will be circulated at the meeting.
5. Public Speaking at Meetings
The Council has a scheme to encourage the public to make their views known at meetings. They may make a statement relevant to what the meeting has power to do. They may also present a petition or a deputation on behalf of a group. Advance notice is required not less than two full working days before the meeting (this means that for meetings held on Fridays notice must be received in Democratic Services by 5.00pm the previous Tuesday).
The public may also ask a question to which a written answer will be given. Questions must be submitted in writing to Democratic Services at least two full working days in advance of the meeting. If an answer cannot be prepared in time for the meeting it will be sent out within five days afterwards

6. Emergency Evacuation Procedure
When the continuous alarm sounds, you must evacuate the building by one of the designated exits and proceed to the named assembly point. The designated exits are sign-posted. Arrangements are in place for the safe evacuation of disabled people
7. Wards (the areas of the Authority which Councillors represent)
Where an item relates to a specific ward within the Authority, the name of that ward is given alongside the item heading. The name of the Ward is also shown on the front page of the associated report. Where no ward is given, this is because the item is a general matter or relates to the whole of the Bath and North East Somerset area.

8. ADULT SOCIAL SERVICES & HOUSING AND PRIMARY CARE TRUST JOINT COMMUNITY TEAMS PROJECT
This report is to update the panel on progress towards the integration of Adult Social Services with those provided by the Primary Care Trust (PCT). In particular it outlines proposals for the establishment of Joint Community Teams for Adults and Older People to improve community based services for people in Bath & North East Somerset.
The Healthier Communities & Older People Overview & Scrutiny Panel is asked to note the progress made to date regarding the integration of Adult Social Care and Health Services with the Primary Care Trust and also the aims and objectives of Joint Community Teams Project.
9. MENTAL HEALTH SERVICES - CONSULTATION PROCESS AND TIMETABLE
On 12th June 2007 the Bath & North East Somerset Joint Commissioning Board for Health and Social Care Services noted and endorsed the recommendations for a major reconfiguration of services for people with mental health problems. This report brings forward proposals for the timetable and process for engagement and formal consultation on the proposed reconfiguration for Overview and Scrutiny consideration.
The Healthier Communities and Older Persons Overview & Scrutiny Panel is asked to agree that the consultation process and time table for are fit for purpose.
The Healthier Communities & Older People Overview and Scrutiny Panel is asked to:
(1) Receive a presentation from the Theme Sponsor for Healthier Communities & Older People on the key issues for the Panel.
(2) Note and comment on the six month performance presentation on the Healthier Communities & Older People theme and any key issues highlighted.
(3) Make recommendations arising from the report and presentation, including:
(a) Identifying areas for further work, including consideration as part of the LAA "refresh"
(b) Highlighting any engagement required with partners and other agencies, including those agencies identified as having a "duty to co-operate" under the Local Government and Public Involvement in Health Bill, as set out in Appendix 2.
11. RUH 2010 CHANGE PROGRAMME
The Panel is asked to consider a presentation from Brigid Musselwhite (Deputy Chief Executive - RUH Bath).
12. PANEL'S WORKPLAN
The report presents the Panel's latest Workplan which Members are asked to review and note.
