App. Ref. 02/02219/FUL Type: Full Application

Proposal Two-storey extension

Applicant Mr & Mrs S Jarratt

Decision Date 16 December 2002 Expiry Date 4 November 2002

Decision REFUSE

1. The proposed two storey side and rear extension would not be in keeping with the unified character of this block of terraced houses and other terraces in the vicinity which lie within the Bath Conservation Area and World Heritage Site, due to its inappropriate and insensitive detailing. This proposal would not preserve or enhance the character or appearance of this part of the Conservation Area, and would be contrary to Policies C1, C2, C3, C4 and H15 of the Bath Local Plan, adopted in June 1997.

2. The proposed extension would result in a reduction in parking provision on this property, and would therefore lead to increased on-street parking demand in an area where such demand is already high. This would be detrimental to the free flow and safety of other highway users, and would be contrary to Policy T25 of the Bath Local Plan, adopted in June 1997.

Decision REFUSE

1. The proposed development is contrary to Planning Policies C1, C2, C3, C4, L20 and H15 of the adopted Bath Local Plan in that it would by virtue of the sub division of the plot, the incongruity of the proposed dwelling in terms of its design, siting and massing, the loss of tree cover and the breaching of the boundary wall to create a new access, give rise to a form of development that would not preserve or enhance the character or appearance of this part of the Bath Conservation Area and would be harmful to the character of this part of the World Heritage Site.

1. Construction of a flat roofed, lead, tile and glazed link at second floor level from Tower to front range will unacceptably compromise the spatial relationship of Tower to tiled roof. Construction of a pitched roof rear dormer with two sash windows within the apex of each gable wall will dominate the character of the listed building causing visual damage.
