TITLE:

PUBLOW PARISH - CHANGE OF NAME

WARD:

BACKGROUND PAPERS: Request from Publow Parish Council

AN OPEN PUBLIC ITEM

1 SUMMARY

1.1 To consider a request for the name of Publow Parish to be changed to Parish of Publow with Pensford.

2 RECOMMENDATION

2.1 That the request for the name of the Parish of Publow to be changed to the Parish of Publow with Pensford be approved as requested by Publow Parish Council and the necessary notices of the change sent to the bodies referred to in paragraph 4.3 below and published locally.

3.1 Financial: This Council will need to meet the cost of publishing the notices in the Parish required by the Local Government Act.

4 BACKGROUND AND LEGAL FRAMEWORK

4.1 Publow Parish Council has undertaken a survey of local residents about changing the name of the Civil Parish from Publow to Publow with Pensford. It believes that this better reflects the current identity of the area as a whole and it would also give the Civil Parish the same name as the Ecclesiastical Parish.

4.2 The Parish Council undertook a survey to establish the views of local residents using an insert in “Parish News”, a publication circulated locally. 400 copies were issued. Of the 87 residents who responded 83 indicated that they were in favour of the change. The proposal to change the name was published in the agenda for the Parish Council meetings which are displayed on noticeboards in Pensford and Woollard and it was subsequently included in the extract of Parish business published in the local newspaper.

4.3 The Parish Council wishes to proceed with the name change. Section 75 of the Local Government Act 1972 as amended says that “at the request of the parish council…the district in which the parish is situated may change the name of the parish.” The district council must send notice of any change approved to the Secretary of State for the Environment, Transport and the Regions; the Director General of the Ordnance Survey; and the Registrar General and must also advertise it in the parish and elsewhere locally as appropriate.

4.4 When deciding on this request it is appropriate to consider whether approving the change would cause any confusion with neighbouring parishes or other structures in the area. There is no indication of this and the Parish Council`s view is that the new name will improve the awareness of its identity because it will contain the names of the two villages in its area.

5 CONSULTATION

5.1 This report has not been sent to Trades Unions because there are no staffing implications.

5.2 The local Ward Member has been consulted by the Parish Council in preparing this proposal and supports it.
