Street Closure Under Town Police Clauses Act 1847
Please read these notes before completing the ‘street closures
for special events application form’.
1. In order to make a Street Closure Order we require a
minimum of 16 weeks notice.
2. The Council will require a contribution towards the
cost of processing the order and notifying the public (see separate
sheet for charges). To save time please enclose a cheque for
the appropriate amount made payable to 'Bath & North East
Somerset Council' with your application form. Application forms not
accompanied by a cheque will be returned.
In addition the applicant will also be responsible for the total
cost incurred by the Street Authority (Bath & North East
Somerset Council) for advertising the Order and posting the notices
where necessary.
3. Before making an application, assuming there is time,
we would strongly recommend that the event organisers discuss the
proposals with the local Police and Emergency Services.
4. Under the terms of the legislation the Council must be
satisfied that it is necessary to close the road in order to
facilitate the event.
5. If there are a number of residents, businesses,
bus/taxi companies that may be affected by the closure, the Council
will require the event organisers to consult with those parties in
advance of their application and confirm in writing that they have
done so. You may be asked to supply copies of any responses from
those consulted.
6. For all events that require a Street Closure Order, the
organisers will be required to provide: - a plan indicating
positions of road closure/diversion signs,barriers. - a map
indicating positions of marshals/stewards etc. - a list
describing the wording/size/colour of the road closure/diversion
signs, barriers etc used.
Signs may be hired from a list of approved contractors. Please
contact The Traffic & Safety team for further details.
7. All signs MUST conform to 'Traffic Safety Measures
& Signs for Road Works & Temporary Situations Act' (Traffic
Signs Manual, Chapter 8). The organisers must meet any cost
involved. For large events the organisers will be requested to
provide marshals or stewards.
8. Please supply evidence of Public Liability Insurance
Cover when you submit your application.
9. The completed application form including plan(s) should
be sent to Bath & North East Somerset Council within a minimum
of 16 weeks of the event. The Council will then consult the
interested parties.
10. Please note that if the Emergency Services and/or the
Highway Authority object to the proposals the Council will not
proceed with the Order.
11. If there are any objections from any other parties the
organisers should have discussions with the objector to try to
reach a compromise solution. If a compromise is not possible the
issue must be placed before the Council's Executive Member for
Transportation & Highways who will consider the objections and
any other representations and decide whether or not the Order
should be implemented.
12. If an Order is made the event organiser will be required to
arrange for copies of the Notice of Making of the Order to be
posted up on the affected routes. Currently it is this Council's
policy to inform all members of the public who may be affected by
the making of the Order. To do this a copy of the notice will be
placed in the local press by the Council on the event organisers'
behalf at their cost.
13. Event organisers should be aware that during the closure
there must be clear access at all times for emergency vehicles. The
closure will apply to ALL other traffic.
14. The applicant must ensure that he/she is
available/contactable during and immediately before and after the
event so that he/she can be contacted by the Council/Police
