FROM Tuesday, May 3 anyone wishing to bring a van or large
trailer into any of Bath & North East Somerset Council’s
Recycling Centres will need to have a permit.
Many people know the sites as the tip or dump, but they are now
being called “Recycling Centres” to reflect the Council’s Zero
Waste policy and the recycling activity that actually goes on.
The Recycling Centres at Keynsham, Bath and Midsomer Norton are
provided for the residents of Bath & North East Somerset to
dispose of household waste only.
New recycling legislation, increasing landfill tax and limits on
the amounts of biodegradable waste going to landfill are all
increasing pressures on the Council to increase recycling.
The Van Permit scheme is part of a package of measures to help
residents to separate and recycle their waste, as well as to ease
congestion and improve health and safety at the Recycling
Centres.
Importantly, it has also been brought in to deter illegal use of
the sites by traders who were using the sites to dump their trade
waste.
It costs the Council to recycle and dispose of the trade waste
left at its Recycling Centres and so this would effectively be
subsidised by the Council Tax payers.
Any resident of Bath & North East Somerset can apply for a
permit free of charge and this entitles them to 12 visits to one of
the Recycling Centres using a van or large trailer.
Permits will be vehicle specific and non transferable. It should
also be noted that monitoring will be carried out to ensure no one
is abusing the system and permits will be checked on every
visit.
