Bath and North East Somerset Council Arts Funding 

The Council provides funding to support arts events and activities through its one year arts project fund or by awarding three year arts development funding to Key Strategic Organisations. 


APPLICATION FOR ONE YEAR ARTS PROJECT FUNDING 2009-10

For the period 2008-11, rather than inviting the submission of general applications across all art forms, Bath & North East Somerset Council is focussing its support on two art form areas in each financial year. These art form areas are as follows:

  • 2008-9 (Current funding year: applications now closed)
    Music
    Visual Arts

  • 2009-10 (Forthcoming year: application details as below)
    Literature/Creative Writing
    Theatre/Drama

  • 2010-11 (Application process will open in Autumn 2009)
    Dance
    Film/Digital Media/Photography

If you are in any doubt as to whether your project fits within the above art-form categories please send a brief outline of your project idea, with your contact details, to Peter Salt, Arts Development Officer, who will be able to advise you. Email:  peter_salt@bathnes.gov.uk

  • Applicants will be able to apply to the Council for sums between £500 and £3000.

  • Application forms for 2009-10 funding will be available during the week beginning 18 August 2008.

  • The deadline for submissions for 2009-10 funding is 10.00am on Friday 31 October 2008.  Wherever possible, applications should be sent by email.

Please note:

Application to this fund is not open to groups who receive Three Year Arts Development Funding as a Key Strategic Organisation.

ELIGIBILITY: Is your group or organisation eligible for voluntary sector funding?

 

Bath and North East Somerset Council uses the following definition of a voluntary sector group/organisation:

“A voluntary sector group is a constituted, non-profit distributing* organisation which is under the democratic control of an unpaid voluntary management committee, Trustees or Board of Directors, wholly independent of the private* or statutory* sector”.


Exclusion:
Your group/organization must not seek to promote or oppose any religion or political party.


You must be able to answer YES to the following questions to be eligible for funding:

  • Is your group/organisation non statutory* and constituted as a voluntary organization*?
  • Is your group/organisation non profit distributing* as defined by the Charity Commission*?
  • Does your group/organisation give fair participation to its members?
  • Does your group/organisation provide a service which is valuable to local people? 

*Glossary of Terms:

In the context of this document, the following definitions apply

Non profit distributing - Where any profit from the activities of a group or organisation is retained and used to offset the legitimate costs incurred by the organisation in carrying out and developing it’s core business (rather than being accumulated solely for commercial gain, or paid as bonuses to directors or dividends to shareholders).

Private - A group or organisation whose primary purpose is commercial rather than charitable, which is owned by private investors and trades products and services for the accumulation and distribution of income and profit.

Statutory - Services or activities which groups or organisations are legally obliged or contracted to provide (e.g. local authority services such as schools, waste disposal etc.), and which are funded in whole or part from the exchequer.

Non-statutory - Services or activities which groups or organisations are not legally obliged or contracted to provide and which are not funded in whole or part from the exchequer. We may consider funding activities which are additional or complimentary to statutory provision.

Constituted as a voluntary sector organization - Managed by a board or committee of people who are entirely voluntary (unpaid).

The Charity Commission - The Charities Commission regulates charities in England and Wales so as to promote compliance with charity law and to equip charities to work better. It aims to enable charities to maximise their potential and enhance their accountability to donors and those who benefit from charities. The end result should be increased public trust and confidence in charities.

MEETING OUR PRIORITIES 

The Council will only fund activity that has direct relevance to the ambitions of the Bath and North East Somerset Community Strategy and addresses the priorities of the Arts Development Strategy 2008-11.


COMMUNITY STRATEGY AMBITIONS
The five Shared Ambitions of the Bath and North East Somerset Community Strategy are:

BE: distinctive – promoting a ‘sense of place’ so people identify with and take pride in our communities
BE: inclusive – celebrating the contributions people from different backgrounds and with different experiences can make, and promoting equality of opportunity
BE: creative – sharing resources, working together, and finding new ways of doing things
BE: safe – building communities where people feel safe and secure
BE: sustainable – taking responsibility for our environment and natural resources now and over the long term

The ten priorities of the Council's Arts Development Strategy 2008-11 are

  • Black & Minority Ethnic (BME) attendance & participation
  • Festivals and events development
  • Cultural Tourism
  • Children & young people’s attendance & participation
  • Cultural & creative industries
  • Animation of outdoor public spaces
  • Collaboration and joint projects
  • Health, mental health & wellbeing
  • Work in North East Somerset

We do not expect applicants to address all five ambitions or all ten priorities, though it is possible that your activity may do so. If you are unclear about how your project meets these priorities, please call the arts development team for advice on 01225 396432.
