Regional Planning Policy for the South West
Regional
The draft Regional Spatial Strategy (RSS) approved by the South
West Regional Assembly in March 2006 was submitted to the Secretary
of State, published and made available for public consultation for
12 weeks from 6th June to the 30th August 2006.
In August 2006 the Council submitted representations on the
draft RSS.

In April 2007 an Examination in Public will commence to test the
draft RSS. Details of the EiP process can be found at http://www.southwesteip.co.uk/
Further to its representations of August 2006, the Council
submitted an additional statement to the EiP in March 2007. This
statement is supported by a suite of supporting studies, these can
be found under the Attachments section at the bottom of this
page.
A single issue EiP on gypsy and traveller pitch requirements was
also held in March this year.
Following the EIPs, which were both held before a panel of
Planning Inspectors, reports were published earlier this year
outlining the Panels' recommendations to the Secretary of
State for Communities and Local Government as to how the draft RSS
should be changed. The Secretary of State has now considered these
recommendations and published her Proposed Changes to draft RSS in
July of this year for public consultation. The Council has recently
submitted its response to the Proposed Changes supported
by analysis by economic consultants Ernst & Young. The

Following consideration of comments on the RSS Proposed Changes
the Secretary of State is expected to publish the approved RSS
towards the end of this year.
Sub-Regional
The West of England Partnership provides
strategic land-use and transport policies for the former Avon area
covered by the four councils of Bath and North East Somerset
Council, Bristol City Council, North Somerset Council and South
Gloucestershire Council. Prior to the introduction of Regional
Spatial Strategies they provided the link in the planning system
between Government Policy, Regional Planning Guidance, and local
plans. The Joint Replacement Structure Plan will be replaced by the
Regional Spatial Strategy for the South West.
A Joint Waste DPD is currently being prepared by the
former Avon authorities (Bath & North East Somerset, Bristol
City, South Gloucestershire and North Somerset). This will set out
the policies for waste management and ensure that there are
sufficient opportunities for the provision of waste management
facilities in appropriate locations.
