INTRODUCTION
2.1 One of the key roles of
the Annual Monitoring Report (AMR) is to assess the implementation
of the Bath & North East Somerset Local Development Scheme
(LDS). This section addresses the advice in paragraph 4.47 of
PPS12 that AMRs should assess whether the authority:
a. has met the LDS targets and milestone or is on
target to meet them,
b. is falling behind schedule and the reasons
why, and
c. needs to update the LDS and the steps and
the timetable needed for the revision of that scheme.
BATH & NORTH EAST SOMERSET LOCAL DEVELOPMENT
SCHEME
2.2 The Bath & North East
Somerset LDS was agreed by Council in February 2005. Table 2 on
page 9 of the LDS summarises the project management programme and
milestones for the Local Development Documents. For the purposes of
Regulation 48(3)(b)(i)[1], the programme for the
preparation of LDS Local Development Documents are reproduced in
Annex 1 to the AMR
2.3 This AMR monitors the period
1st April 2004 to 31st March 2005. However, in light of the
commencement of the Act in 2004, LDS progress is assessed from its
start in October 2004. Progress on documents within the
LDS is set out in the table on the following page. In
summary, there has been no programme slippage.
2.4 The Council’s next AMR will
monitor the period April 2005 to March 2006. For
information purposes only, the table overleaf also indicates (in
italics) progress on the preparation of documents between March and
October 2005. Consideration is currently being
given to the Local Development Scheme and whether any adjustments
are needed. Of particular relevance is the timetable
for the Bath & North East Somerset Local Plan in light of the
confirmed date from the Planning Inspectorate for the dispatch of
the Local Plan Inquiry Inspector’s Report.
