Phasing of replacement car park:
1) The Environmental Assessment Report 2001 included a
construction phasing
programme and description. The description is in Part II Section
4 pages 64 onwards
(CD7.1 ) whilst the programme diagram is in the EIA Appendices
Volume I (CD7.2 tabs
9-1 1). The detailed programme gives closure of Ham Gardens car
park in Month 11
with the replacement basement car park being open to the public
in Month 49, i.e. after
a closure period of 38 months.
2) The current programme as given in Mr Carran's Evidence
Document BNES/6/3
Illustrations has closure of Ham Gardens car park in Stage 4
Month 11 and basement
car park opening in Stage 12 in month 42, i.e. closed for a 31
month period.
3) The Transport Assessments of 1997, 1998 and 2001 did not
refer specifically to
the effect of the loss of the 764 spaces of Ham Gardens car park
during a 3 year
period.
4) However it was discussed in technical meetings between WSP
and the Council
when the effect was not considered material due to reduction in
parking demand due to
removal of the existing shopper traffic flow to the Southgate
Centre.
5) This flow is quantified in Table 111.1 0 and 111.1 1 of the
2001 EIA , (CD 7.1 Part Ill
pages 32/33 ) as 257 cars aniving and 216 leaving during
Saturday lunchtime peak
hour. With an average duration of stay of circa 2 hours, the
reduction in parking
demand equates to circa 500 spaces.
