COMMERCIAL ESTATE OPTIONS REVIEW
II.1.6) Description/object of the contract
To identify options for the Council to consider for using its
commercial property portfolio to generate funding to support the
delivery of its wider objectives and, at the sole option of the
Council, in the event of an option being selected, to develop and
assist with the implementation of the selected option.
In other words, the appointed advisors could be asked to act for
the Council through all stages of the contract, subject, always to
the Council reserving the right not to proceed at any stage.
The Council will require continuity of advice from inception to
conclusion, and envisages 3 stages :
Stage 1 Options Review
Stage 2 Identification & selection of Preferred Partner. To
include (but not limited to)
a. Developing and implementing a process for the identification
of potential partners and selection of a preferred
partner, including identification of suitable vehicles for
implementing the objectives.
b. To ensure the relevant process is consistent with statutes
and EU Directives applicable to the Council as well as achieving
Best Value.
Stage 3 Support to negotiations with the Preferred
Partner/Partners, including funders. To include (but not limited
to)
a. Drafting agreements/responding to issues.
b. Provision of advice to the Council during negotiations.
c. Agreed involvement in direct negotiations.
The Council will wish to reserve the right to stop at the end of
Stages 1 or 2.

Service providers will be required to complete a
pre-qualification questionnaire (PQQ). The relevant selection
criteria are based on Articles 29 - 34 of Council Directive
