Purpose of the Group
- To oversee the strategic development of Children’s Centres in
Bath and North East Somerset.
- To draw up plans and strategies to deliver Children’s Centres
in line with government guidance.
- To ensure that all Children’s Centre services offer equality of
opportunity to families and children in the designated areas.
- To share lessons learnt from the Sure Start South West Bath
Board and the Area Partnerships.
- To ensure that the voice of children and families have a voice
to influences decision making in this group.
- To monitor and make decisions about capital and revenue
expenditure, in line with government requirements.
- To receive reports and recommendations from Children’s Centres
managers and partners.
- To set up sub or focus groups to support development of
Children Centres, sometimes in a short-term task orientated
way.
Frequency of Meetings
Meetings shall be held bi-monthly for 6 months and then reviewed
and planned a year in advance.

Membership shall comprise representatives from:
Health
- Health Visiting
- Maternity Services
- Speech and Language Therapy
- Health Promotion
- Pathways Project Officer
Education
- Early Years Childcare and Play Team Leader
- Early Years Childcare Development Manager
- Family Information Service Manager
- Sure Start Manager
- Education Psychologist
Social Services
- Early Years Team
- Strategic Planning Team
Voluntary Sector
- Barnardos
- First Steps
- The Community Bus
- Representative from Keynsham voluntary sector (to be
agreed)
Job Centre Plus
Independent Chair – Ruth Black
Chair of Sure Start SW Bath – Angela Godfrey; Chair or nominated
Area Partnership representative.
Parents – nominated from areas (to be developed)
Headteachers – BANESH
Project Officer – Change for Children
Other specialists will be asked to attend where their expertise
could influence/shape policy and practice.
Servicing
Meetings will be organised and serviced by the Early Years
Childcare and Play Team.
Possible Sub/Focus Groups
- Family Support – to consider what levels and types of family
support should be developed in Children Centres and how they should
be funded.
- Health Services – how they will be offered, funded and
commissioned with Children’s Centre budget and existing
resources.
- Information and Outreach Services and what will these look like
and how will they be delivered consistently.
- Commissioning (£800,000 2006-08 revenue) to involve parents;
specialists, timescales and panel for tenders.
