Purpose of the group
To oversee the strategic implementation of the Council’s Play
Policy across all services that impact on children.
Aims
- To be a representative group who can take forward the
aspirations of the Play Policy across the area of Bath and North
East Somerset within members individual are of expertise.
- To strategically lead the development of play initiatives
across Bath and North East Somerset
- To promote free play and its importance throughout childhood
across all services that impact on children
- To ensure that children and young people in Bath and North East
Somerset access any new and existing play facilities and services
that are of a high quality, near their homes.
- To share models of good practice
- To make sure that priorities in the Children and Young Peoples
Plan are incorporated into play developments
- To collaborate and to ensure that resources for play are
maximised
- To ensure that children views about play are considered in
strategic development and to enable their views to be
considered.
- To advise on the development of funding bids to develop
children access to play in Bath and North East Somerset.
- To receive reports from the Strategic Development Officer for
Play and the Play Executive/Working Group.
Frequency of meetings
Meetings shall be held three times per year.
Structure of meetings
Meetings will be in two parts; the first part will cover
business, the second part will cover a theme for discussion and
development in play in Bath and North East Somerset.

Chairing
The Chair will be elected every 2 years and will be an Executive
Member. They will be independent of the Early Years Childcare
and Play Team.
Executive Working Group
A smaller Executive Group will be elected once a year to meet
quarterly to monitor progress and drive the Partnerships plans
forward.
Frequency of meetings - Four times a
year
Membership
No more than 8 people to include representatives from the
voluntary play sector.
All administration and servicing of both groups will be carried
out by the Strategic Development Officer for Play and the Early
Years, Childcare and Play administrative team.

barrier to enjoying playtimes at school and in parks. Quality
play must promote anti-bullying consistently. |

Multi-agency panel – Youth Offending Team, the police, social
services, health, schools and Barnardo’s. Effective
partnership relationships with parents and carers. |
Open access play services provide diversionary activities for
children and young people who might otherwise take part in
anti-social behaviour. |

Effective work with schools with social services |
Playworkers need awareness of how domestic abuse can effect
children’s confidence in taking part to ensure children are
included |

FRIENDS Programme |
A preventative programme run in schools to promote children’s
emotional health and resilience |
Children’s ability to learn and concentrate is increased if they
have good play experiences in the playground. A target is to
develop play policies in every school by 2012. |

The Participation Project |
Managed by the Children’s Society, to develop and support
children’s participation in all aspects of the Fund’s work and at
strategic level within the Authority. |
Good practice in playwork and skills to ensure children’s
participation go hand in hand. Training, support and funding
in play must promote children participation. |

Community Play Rangers Project |
An open-access play service for children in parks and open
spaces, in geographic areas of need. Promoting children
rights to play and feel safe. |
This work has been a key means by which play has reached
families who would not otherwise have benefited from free, open
access provision. It is a model to be developed and expanded
upon in the Play Strategy.
