BACKGROUND
The importance of effective joint working between bodies
responsible for children and young people is central to the
Government’s vision for addressing the major factors that stop
young people from achieving their potential. Accordingly, in
September 2002 Chief Executives of Councils were asked to take a
lead in ensuring that all those responsible for planning,
commissioning and delivering services for children and young people
aged 0 – 19 agree a Local Preventative Strategy from April 2003,
including systems for identification, referral and tracking (IRT)
of children and young people at risk.
Within Bath and North East Somerset, the responsibility of
developing that Strategy has been assumed by the Children and Young
People’s Strategic Partnership – a partnership of local statutory,
voluntary and community organizations working with children, young
people and families.
The aim of the Local Preventative Strategy is to promote
positive outcomes and to prevent children and young people
experiencing negative outcomes. The Strategy should cover how
services to children and families will be delivered and should
identify how the delivery of services will be adjusted to reduce
the likelihood of negative outcomes.
The Local preventative strategy (LPS) will establish a framework
for services through which effective support can be provided at the
most appropriate level and point in time.
The development of a Local Preventative strategy, if it is to
effect long term change, will necessarily be an incremental
process.
Within the development of the LPS for Bath and North East
Somerset, prevention has been interpreted as “the promotion of
child well-being by enabling children and young people to develop
their full potential, and the promotion of family well-being by
enabling parents/carers to meet the overall needs of their children
and families”.
The concept of well-being covers physical and mental health,
protection from harm and neglect, education and training,
contribution to society, and social and economic well-being.
The development of the Local Preventative Strategy has been
shaped by the Green Paper: Every Child Matters (published September
2003) and the Children Bill (presented to Parliament March 2004 and
enacted November 2004), and in particular takes into account the 5
key outcomes identified by children and young people (and the 25
Aims) and the 4 main areas focused upon within the Green
Paper. The Local Preventative Strategy seeks to provide a
strategic framework for responding to the recommendations of the
Green Paper and the Children Bill, with the delivery plans
incorporating progress with the collaborative working projects
currently being progressed across Bath and North East Somerset.
Further it will provide the strategic framework for responding to
the agenda, principles and recommendations of the National Service
Framework (NSF) for Children published in September 2004.
The Local Preventative Strategy will inform the development of
preventative services within the Children’s Fund Strategic Plan for
2005-08 which in turn prepares the way for the transition to the
Children’ Trust in Bath and North East Somerset.
Purpose of Strategy
To improve the well-being of children and young people by
creating a shared vision, framework and comprehensive delivery plan
that will form the basis for the development and delivery of all
services for children and young people in Bath and North East
Somerset.
How the Strategy was developed
- The Government provided guidance for the development of Local
Preventative Strategies in autumn 2002. This was considered
by the Children and Young People’s Strategic Partnership and was
the focus of its development workshop in February 2003, following
the compilation of the required self-assessment of our current
position.
- The self assessment focused upon an analysis of service gaps
relating to children and young people: the agreement of shared
objectives/priorities and areas for improvement: the development of
systems for identification, referral and tracking of children at
risk.
- The self assessment was completed by March 2003 and provided
the basis for the development of our Local Preventative
Strategy. The self-assessment was evaluated by the Government
Office South West.
- The Children and Young People’s Strategic Partnership took the
decision to develop the detail of the Strategy through a series of
workshops based on an approach known as Qualitative Systems
Dynamics (QSD).
- QSD is a problem-solving tool which is useful in planning and
strategic thinking. It involves the construction of a model, called
an influence diagram, which helps clarify thinking and enables
better decision making based on analysis using simple grammar.
- Two one-day workshops were held on Friday, 7 November 2003 and
Tuesday, 11 November 2003. A large proportion of Children’s
And Young People’s Strategic Partnership members attended
these.
- Day One produced an influence diagram of the system we are
trying to influence
- Day Two started the process of analyzing this. Subsequently the
analysis of the influence diagram continued within three working
groups by e-mail.
- All this information was collated and summarized into one
document of potential ideas and actions to promote children’s
health and well-being. These were reviewed and a number of
strategic themes identified and actions allocated to these.
- A half-day workshop on 6 January 2004 reviewed this and started
the process of identifying current planning groups that relate to
the strategic themes.
- A further half day workshop on 10 February 2004 developed this
further to produce the strategy outlined below.
- Progress with developing the Strategy has been reviewed by the
CYPSP at each of its business meetings from December
2003.
Vision, Values and Principles
The development of the Local Preventative Strategy has been
based upon the Children and Young People’s Strategic Partnership’s
vision for children and young people in Bath and North East
Somerset and its commitment to work together with children and
young people and those that can help them to be:

equally
- AN ACHIEVER
- INVOLVED
- NEEDED
- SAFE
- YOURSELF
- MOBILE
AND incorporates the 5 key outcomes identified
by children and young people in the Green Paper: Every Child
Matters :
- BEING HEALTHY.
- STAYING SAFE.
- ENJOYING AND ACHIEVING.
- MAKING A POSITIVE CONTRIBUTION
- ECONOMIC WELL-BEING
Values and Principles
To achieve this, we will:
- Ask children and young people what they think
- Explain what we mean and what we are doing
- Listen to them and use what they say to do our best for
them
- Recognize their rights
- Recognize their responsibilities
- Promote fairness and equality
- Know enough about them to help them
- Help them to help themselves
- Know how we are making a difference
- Not forget the other things that matter to them.
Further, the development of the Local Preventative Strategy has
been based upon the Children and Young People’s Strategic
Partnership’s vision, values and principles for working together
with parents and carers. These have been determined by the newly
established lead group for developing the parenting services
strategy and will be incorporated into future versions of the Local
Preventative Strategy.
Vision and Values for parenting
Parents and carers will be able to meet the overall needs of
their children and families when their own needs are being met.
To empower them in their parenting we will:-
- Ask them what they want for their children and young
people.
- Recognize their responsibilities and rights as parents.
- Support them to play a full part in any plans and services for
their children and young people.
- Help them to build on their own positive parenting.
- Match the parenting support provided with their own assessed
needs, taking account of specific individual need (eg teenage
parents).
- Be clear how we are making a difference.
- Apply the learning from their feedback to the development of
practice and services.
- Link with access to adult services
Introduction
This document provides a broad vision for the Local Preventative
Strategy and has identified key themes within it. The
document is, and will always be, a working document that will
require, and benefit from, continuous updating and
development. The potential agenda was developed locally and
is by no means a definitive list nor are the details of existing
planning groups. We have sought to identify how our agenda fits in
with and is supplemented by the Every Child Matters and the NSF
agendas. Lead groups will have the scope to undertake more work on
both the potential agenda and identifying more existing groups. The
suggested lead group for each delivery plan was proposed by the
Children and Young People’s Strategic Partnership.
The Local Preventative Strategy is an ambitious endeavour that
will be developed over the long term, and will effect changes over
that period. It will inform our work for the next 5 – 15
years and will feed into the agenda and work programme of the Local
Strategic Partnership and Community Strategy. The Local
Preventative Strategy will contribute to the achievement of the
objectives of the Community Strategy which in turn will help to
deliver the outcomes for children and young people detailed in this
Strategy.
The Local Preventative Strategy represents not only the work and
commitment of those agencies and community groups that work
directly with children and families, but also the work and
commitment of those agencies and groups whose services impact upon
children and families.
Individual Service Plans, and partnership plans, should seek to
fit in with the strategic directions detailed in the Local
Preventative Strategy and contribute to achieving those
objectives.
Priorities will be established for the next one, three and five
years. Lead groups will develop delivery plans in detail and
measures for demonstrating progress, and plans for the
participation of children, young people, parents and carers.
A common template for delivery plans will be established and
progress reported to the Children and Young People’s Strategic
Partnership.
The plans detailed in the Strategy will be progressed at
different paces over a range of timescales. Some initial priorities
have been established for immediate investment, based upon their
significance and the impact they will have upon progressing the
overall Strategy. They are as follows:-
- Developing a comprehensive parenting support strategy.
- Developing pathways for children with emotional/behavioural,
emotional difficulties.
- Developing pathways for disabled children.
- The participation of children, young people, parents and
carers.
The Strategy
The strategy is detailed in three sections:
A. Promoting children’s health and
well-being (child and family, community and local authority)
B. Preventing ill health and poor
well-being
C. Delivering the strategy
A number of strategic directions are included under each
section. A summary of existing key groups potentially involved, and
a lead group to take forward the production of a delivery plan with
contact details of chair of group.
Appendix 1: Glossary of planning groups – this
describes existing planning groups and their relationships
Appendix 2 details the Delivery Plan
template.
The Local Preventative Strategy will be available in three
versions:-
- Full version.
- Abridged version
- Children and Young People’s version.
All three versions will be available in hard copy and on the
Council Website.
