Joint Area Review (JAR) 2008
The Joint Area Review Inspection
of Children’s Services took place in
May 2008 at the same time as the Comprehensive
Performance Assessment of the Council. Inspections of Youth
Services provision and the Council Youth Offending Team were
also carried out.
The Joint Area Review report assesses the
contribution of local services in ensuring that all children and
young people receive good services leading to good
outcomes. Particular attention is paid to those at risk or in
need of safeguarding, those who are looked after and those
with learning difficulties or disabilities. Inspectors
also considered how well the Council and partners perform
in addressing the needs and well-being of children and young people
from a black and minority ethnic background.
Summary of the Joint Area Review Final Report
The Joint Area Review inspectors state the following in their
report:
- Children are safeguarded and protected well by all agencies
working together effectively to identify and respond to
need.
- There is a strong commitment by the Council and its partners to
maximise the life chances of all looked after children and young
people.
- Good collaborative working arrangements ensure that children
with learning difficulties and/or disabilities have their needs
identified early.
- Increasingly effective strategic arrangements within children’s
services are ensuring that services are planned and delivered
appropriately to ensure good outcomes for children and young people
from Black and minority ethnic groups.
- The quality of youth work provided by Bath and North East
Somerset is good, and that staff respond well to the needs of young
people.
- Staff feel supported and are enthusiastic and committed to
improving services and partners are positive about the leadership
and its capacity to deliver.
