Policy and Budget Framework

The Full Council has responsibility for setting what is called the Policy and Budget Framework.  This is a collection of plans, strategies and policies (including the Council's Budget) which describe how services are to be provided.  The Cabinet and individual Cabinet Councillors can make policy but only within the Framework.  Cabinet can make recommendations to Council about any policy change which is outside the existing Framework.

Statutory

Statutory plans and strategies are those required to be included in the Framework under legislation:

  • Community Strategy
  • Local Plan and Local Development Framework
  • Children and Young People's Plan
  • Community Safety and Drugs Strategy
  • Corporate Plan (including Budget and Financial Plan)
  • (Joint) Local Transport Plan
  • Licensing Authority Policy Statement (see also Gambling Act 2005 Statement of Principles)

Non-statutory

Council agreed that wef 1st July 2006, its extensive list of plans under the Policy and Budget Framework provisions should be reduced and should comprise only those that legislation prescribes should go on to Council.  There are therefore no non-statutory plans or strategies in the Policy and Budget Framework.

The following is a list of Non-statutory plans and strategies which were historically included in the Policy and Budget Framework but which have now been removed (list is for reference only):

  • Adult Learning Plan
  • B&NES Change 21 Strategy (This strategy is no longer in use)
  • Consultation Strategy
  • Corporate Asset Management Plan
  • Customer Care and Complaints Policy
  • Early Years Development Plan (now part of Children and Families Services Action Plan)
  • Education Development Plan (now part of Children and Families Services Action Plan)
  • Electronic Government Statement and Strategy
  • Equal Opportunities Policy
  • Health Improvement Programme (This plan is no longer in use)
  • Housing Strategy
  • Local Cultural Strategy
  • Long Term Office Accommodation Strategy (This strategy is no longer in use)
  • Public Library Position Statement
  • Quality Protects Action Management Plan (This plan is no longer in use)
  • School Organisation Plan
  • Joint Replacement Structure Plan (This Plan is produced in partnership together with Bristol, North Somerset and South Glos Councils)
  • Sustainable Economic Development Framework
  • Waste Strategy
  • Youth Justice Plan
