Making Single-Member Cabinet Decisions
Each Cabinet Member has a
portfolio of responsibilities within which they may take
personal ("Single member") decisions. The Cabinet
Member leads discussions at meetings of the Cabinet and at
full Council on matters falling within their portfolios.
Single Member Decisions
Single member decisions are notified in advance to all
Councillors and at the Council's public inspection points in the
Executive
Forward Plan. In due course, the officer's report to
the Cabinet member, containing the recommendations, is
published in a Weekly
List which is also available to be consulted at the Council's
public inspection points. Following a 5 day period set aside for
public consultation, the Cabinet member is then free to make
the decision. That decision is then published and a further 5 day
period is allowed before the decision is actioned. This is to
enable any 10 councillors to challenge ("call in") the
decision or how it was reached. The Constitution sets out

Cabinet Responses to Overview & Scrutiny Panel Reviews
and Recommendations
Overview and Scrutiny Panels occasionally make recommendations
to the Cabinet, usually requesting a response within 6
weeks. This process is not constrained
by statutory regulation but we include these items
in the Forward Plan as a mechanism for publishing and
monitoring responses.
Cabinet Responses to O&S recommendations are
published in the Weekly List and on the Council's
website.
