Community Benefits
Needs and Benefits Workshop
Since the submission of the Bath & North East Somerset bid a
community engagement workshop has been organised for October 2006
to create an arena for organisations that are representative of the
communities within a 30 minute drive time of Bath to discuss what
the social impact of a casino may be on the services they provide.
These organisations represent businesses, residents and
disadvantaged communities amongst others and the majority deliver
specific advisory, counselling, educational or support services to
these communities.
Research is already underway with the Citizens Advice Bureau and
the Quartet Community Foundation to investigate issues in this area
and we intend to increasingly involve other organisations in the
run up to the workshop.
Development Issues and Tariffs
Draft Local Plan Policy IMP 1 supports the use of a section 106
tariff where a development creates a need for further facilities or
may have an impact that requires mitigation. The draft policy
proposes that funds secured through this tariff are available to
reinvest for community benefit. In general, we would look to invest
these funds in improvements to public realm in the vicinity of the
casino, alterations and improvements to the transport
infrastructure related to the casino and in monitoring, measuring
and addressing the social impacts of a casino on the area.
Summary
This supplementary submission highlights that there is:
- An increasing need within the Bath travel to work area to
develop the contribution of tourism to the local economy.
- There is confirmed interest from casino operators in
establishing a small casino in Bath city centre.
- There is a choice of potential sites which meet operator
requirements and where the Council as landowner can directly effect
delivery.
