(a) The items to be erected on or across the highway
are to be of a size, type and pattern agreed by the Assistant
Director of Environmental Services. The maximum size for
banners across the highway is 9m width x 2m depth (10Kn loading at
anchor bolts). Maximum size for pendants is 0.30sq m (i.e. a
triangle of 600mm width x 1.200mm depth or a square 600mm wide x
600mm depth).
(b) The items are to be located and fitted in a
manner to be agreed by the Assistant Director of Environmental
Services, with a minimum clearance of 5 metres above the
carriageway for banners and a minimum clearance of 2.3 metres to
the bottom of pendants.
(c) Fitments, clamps, wires, etc are to be such as
to prevent damage to street furniture, trees, buildings, bridges or
other structures to which they are secured. (it is the applicant’s
responsibility to obtain the necessary permission from the
owner(s).
(d) Currently the only site suitable for erection of
Banners in Bath is between No 6 and No 43 Milsom Street. For
any other location in Bath the applicant shall need to seek
permission from the building owner(s) to install suitable
anchor bolts capable of taking the 10Kn loading.
Once permissions have been sought and granted, installation of
such anchor bolts shall be the responsibility and at the expense of
the applicant.
(e) Notice to be given to the chief constable as to the
times of erection and removal of the items.
(f) Consent is to be for the minimum practical
period for the purpose intended. In the case of banners advertising
an event, will normally be for 1 week, (the duration depends on
location and in special circumstances can be extended to 2
weeks).
(g) The applicant is to fully indemnify the council
against all claims, demands
cost, and expenses which may arise out of the erection or existence
of the items subject of the consent, and to support this indemnity
will furnish proof of adequate Public Liability insurance
cover of £5, 000, 000 in respect of any one claim
(h) Items erected purely for commercial advertising
will not be permitted.
(i) Advertising Consent must be applied for from the Council’s
Planning Officers prior to application for Highway Permission.
