The Emergency Management Unit has produced a Community Emergency
Guidance document for Parish Councils to assist in local self help
and resilience in the event of a major incident affecting their
community. An aspect of the guidance is the preparation of a
resource register detailing local contacts for equipment, places of
refuge, stores etc within the Parish. The preparation of the
register is carried out by a Community Emergency Resource Advisor
(CERA) who is responsible for collating and maintaining a data base
of resources as well as agreeing to become a local point of contact
for the Emergency Services in the event that they may require
assistance in obtaining resources or local knowledge.
Parish Councils do not always have the personnel available to
carry out such duties and have been unable to progress with the
initiative.
