Welcome back to Lisa who had a baby boy.

Congratulations to Rebecca and Caroline who have been appointed as Contract Review Officers.

We have now appointed a new Finance and Information Officer, Lisa Matthews, who is due to join the team at the end of June.

2006/2007 Payment Dates

Payment dates for the 2006/07 financial year are as follows:

  7. 9 October 2006
  8. 6 November 2006
  9. 4 December 2006
  10. 1 January 2007

  13. 26 March 2007

Please ensure that we are notified of all changes for subsidy contracts at least two weeks before the payment date.

Quarterly Monitoring

As you are aware SP monitoring returns are due each quarter.

The dates for the returns for 06/07 are as follows:

Q1 -14th July ‘06

Q2 -13th October ‘06

Q3 -12th January ‘07

Q4 -13th April ‘07

There has been some discussion about the collection of the staffing hours (SPI3) on the workbooks. We can confirm that we will still require you to provide this information and we will continue to use the same workbook (SPPI 2004a).

Inflationary Uplift

We are pleased to announce the majority of providers have been awarded an inflationary uplift for 2006/07 of 2.75%. Only a small number of services will not receive an uplift as their costs fall outside local, regional and national benchmarks for similar provision.

Service Reviews

As you are all aware the three year rolling review programme came to an end on 31st March 2006. As a result of this programme we now have a thorough understanding of the housing related support services available in B&NES. As well as looking at the quality of these services, we have assessed their relevance to national and local criteria and needs. With this information and the needs analysis completed for the 5 year strategy we are in a position to enter into longer term contracts with providers whose services are strategically relevant, achieve a minimum QAF level C and offer value for money.

There has been minimal steer from the ODPM as to how the review programme should continue, however the ODPM have acknowledged the success of the QAF and have stated that this has improved the quality and performance of housing related support services. With this in mind the ODPM have recommended that providers submit annual QAF self assessments.

On the 26th April the Supporting People Team had an away day, which focussed on how to build on the work of the service review programme and continue to monitor and review service developments and action plans. A report on our new approach will soon be available under service reviews.
