Our commitment to broad and inclusive consultation is reflected in the Bath & North East Somerset User Consultation Involvement Policy which can be found at Appendix 3.  Appendix 3 also includes details of all consultation events that have been delivered to inform the development of this strategy.

 Overview & Scrutiny Role

The Council is required to establish Overview and Scrutiny committees.  In Bath & North East Somerset these are called Panels.

Overview and Scrutiny Panels are responsible for calling the executive (the Council Executive and Executive Councillors) to account for the decisions they take and for helping the executive to develop new policies.

Panels can undertake specific reviews of policies, community impacts and decisions.

The Housing & Community Safety Overview & Scrutiny Panel recently undertook a review of the Supported People programme and its priorities for future provision and commissioning in Bath & North East Somerset. The review was undertaken between May and November 2004.

The findings of the review were debated at the Panel meeting on 11th November and following this debate, the Panel made recommendations about the way in which any required savings from the Programme are achieved (through prioritisation rather than top-slicing).  The Panel also recommended that, in future, a more structured and formal approach be taken to Supporting People service reviews. 

Finally, the Panel resolved that it should receive 4-monthly reports on the Supporting People budget position, with potential financial risks and any significant changes to contract values highlighted.

The Panel is to do a follow-up review in Autumn 2005.
