Boarding kennels for cats and dogs must be licensed by the local council (Animals Boarding Establishments Act 1963). For this purpose the keeping of such kennels is defined as the carrying on at any premises (including a private dwelling) of a business of providing accommodation for other people’s cats and dogs.
In deciding whether to grant a licence the council will, pay attention to ensure that the animals will be suitably accommodated, fed, exercised and protected from disease and fire. It will also require that a proper register of animals is kept with dates and owners details. Conditions may be attached to the licence.
Once the licence has been granted the council’s officers or any authorised vet may inspect the premises and have powers of entry to carry out these inspections.
It is an offence to wilfully delay or obstruct officers or vets carrying out these inspections or to keep kennels without a licence.
